Bury Council's Procurement Strategy - Buying into Bury sets the tone for an organisations that is committed to supporting local businesses in their efforts to engage with, and become suppliers of, the goods, works and services the Council relies upon to operate and deliver services to the people of the borough.
Through Buying into Bury we recognise the added value we achieve when we spend money in the local economy, including the multiplier effect this creates which results in money being re-invested locally.
Procurement Frameworks
In order to ensure local companies are aware of opportunities to bid for Council business, we use and online business portal, The Chest, to advertise contracts from £5000 in value. The Chest provides a one-stop shop for Council opportunities across the North West, has free registration and issues email alerts when contracts are advertised in your chosen business category, meaning you never miss out on relevant information.
In a further effort to make local companies aware of lower value contracts, we have also developed a new Request to Quotation process for lower value procurement opportunities, which requires purchasers to consult a Bury Supplier Database and invite at least one Bury-based company to submit a quote (if relevant suppliers exist locally).
Procure Partnerships Framework are procurement and delivery specialists within the Built Environment sector. They help public sector organisations to deliver end to end project success through proactive, effective and robust procurement methods.
They support public sector organisations to compliantly appoint professional services, consultants and principal contractor partners.
Procure Partnerships is structured around nine framework regions across England, providing local delivery with national governance for construction, infrastructure, demolition and decarbonisation projects.
The framework has been built to be flexible, providing public sector organisations a choice of single stage, two stage procurement or direct award options. In addition they provide ongoing project delivery support past procurement into the project delivery stages, whilst ensuring measurable social value is delivered across all projects.
NWCH offer a suite of three Construction Frameworks:
- High Value Framework: There are 3 value lots, all cater for Design and Build or Construct Only projects.
Lot 1 - £8m - 25m
Lot 2 - £25m+
- Medium Value Framework: For projects with a value of £3m - £8m
- Low Value Framework: For projects with a value of £500k - £2m
