Additional Restrictions Grant Phase 3 Funding Options

The following funding options are available:


Safe reopening fund

To be eligible your business must:

  • Be defined as small or medium sized enterprise
  • Employ less than 50 employees
  • Be part of the retail, hospitality or leisure sector OR impacted by the closure of this sector
  • Operate from commercial premises
  • Not have received Local Restrictions Support Grant
  • Not be eligible for Bury Council - Restart Grant

Recovery expertise fund

To be eligible your business must:

  • Be defined as micro, small or medium sized enterprise
  • Employ less than 250 employees
  • Operate from a commercial premises
  • Produce invoice/receipt for work carried out in relation to this fund

If successful, you may be awarded: Up to £5,000

Town and district centre independent retail support fund

To be eligible your business must:

  • Have remained open during periods of government imposed COVID-19 restrictions, including lockdown
  • Employ less than 50 people
  • Not be part of a national chain
  • Be able to demonstrate an impact to the business as a direct result of reduced town centre footfall
  • Operate from a commercial premises
  • Not be eligible for Bury Council - Restart Grant
  • Not apply for safe reopening fund

In addition, your business premises must be within our defined Town Centre boundaries. To find out if your premises is within a boundary, please visit Bury Council - Economic Strategy map which will display a map, input your postcode to ensure you are within one of the six town centre boundaries

Tourism and Culture fund

To be eligible your business must:

  • Be part of the tourism or culture sectors
  • Be able to demonstrate impact to business due to reduced footfall, loss of income from ticket sales/entrance fees

Community facilities, social enterprises and charitable organisations fund

To be eligible your business must:

  • Not have been paid Local Restrictions Support Grant or Additional Restrictions Support Grant
  • Not be part of an organisation which employs more than 50 employees
  • Be able to demonstrate financial impact as a result of government imposed, COVID-19 restrictions

Phase 1 and 2 retrospective support (new applicants only)

To be eligible you/your business must:

  • Be a business in the events, market trade, childcare sectors OR; be in the supply chain to the retail, hospitality and leisure sectors
  • Operate from a commercial premises
  • Be able to demonstrate impact as a result of government imposed, COVID-19 restrictions

and / or one of:

  • Be a business that is deemed of strategic importance to the borough economy, through high turnover or number of jobs
  • Be a business in the key sectors of manufacturing, logistics, creative and digital or business financial and professional services
  • Be a micro business with fixed, ongoing costs to keep the business running
  • Be a taxi driver who lives and works in Bury

If successful, your award will be based on providing retrospective support for the period 23 October 2020 to 12 April 2021 and is awarded in line with support payments on the Local Restrictions Support Grant. A one off top-up may be added to any eligible strategic business or key sector employers. An explanation of any award in this category can be given, upon successful application or, at the enquiry stage, by emailing investin@bury.gov.uk.

Enquiries

If your enquiry is about the scheme generally, email investin@bury.gov.uk.

If you enquiry is about your application, email argrant@bury.gov.uk with your application reference and business name in the email subject.

We expect to receive a high volume of applicants. For this reason, we will not respond to any individual requests for updates within 3 weeks of an application being submitted. We will prioritise the processing of applications in all circumstances.

Please be aware that multiple enquiries prevent a quick turnaround of processed applications.

Please be patient when waiting for a response.

We will continue to keep the Additional Restrictions Grant under review. When changes occur to government guidance or changes occur to Local COVID Alert Levels we will exercise our discretion to make changes accordingly. We will continue to lobby Government for wider business support.


Government Guidance

The Additional Restrictions Grant (ARG) supports businesses that are not covered by other grant schemes or where additional funding is needed.

The Additional Restrictions Grant (ARG) provides local councils with grant funding to support closed businesses that do not directly pay business rates as well as businesses that do not have to close but which are impacted.

Local councils have the freedom to determine the eligibility criteria for these grants.

Businesses excluded from the scheme

You cannot get funding if:

  • your business is in administration, insolvent or has been struck off the Companies House register
  • you have exceeded the permitted state aid threshold

You must notify your local council if your situation changes and you no longer meet the eligibility criteria. For example, you become insolvent.

The Government has given discretion to local councils to deliver this fund. Government guidance is available however, while this guidance has influenced Bury Council's scheme, there will be some key local exclusions from the outset.

Bury Council will keep this scheme under constant review. As changes to government guidance occur and as changes to Local COVID Alert Levels occur, we will use our discretion to make changes to this scheme accordingly.
